1. First you need to get either an Igglybuff and evolve through friendship or you can find a Jigglypuff in 3-Star Hyperspace Wild Zones.
2. In order to evolve Igglybuff into Jigglypuff, you have to have a high friendship.
   1. To do that, you will need to find some cafes and buy drinks with your Igglybuff out.
   2. You also need to make sure it does not faint in battle.
   3. Lastly you can equip a Soothe Bell which will help to raise friendship over time.
3. Once you have a Jigglypuff you will need to get a Moonstone.
   1. To get one you can find them throughout Lumiose City.
   2. But, to get one consistently and more easily, you can just go to the Stone Emporium.
      1. It is 3,000 Pokedollars.
      2. You can find it on Vernal Avenue just south of Wild Zone 20.
4. Finally, once you have a Moon Stone you can Evolve Jigglypuff into Wigglytuff at any level.
